CITY OF CLAREMONT
SPECIAL CITY COUNCIL MEETING
MONDAY, JUNE 9, 2025
5:30 P.M.
A special meeting of the City Council of the City of Claremont, Minnesota was called to order on Monday, June 9, 2025, at 5:30 p.m. at Claremont City Hall.
Members present: Mayor Jared Sultze. City Council Members: Deb Ellis, Ethan Johnson, Krystal Sultze, and Donna Gregory. Members absent: None. City staff and others present: City Administrator Elizabeth Sorg, City Engineer Derek Olinger, Ed Krenke, John Baier, Jamie Sultze, and Mike Bubany remotely.
The pledge of allegiance was recited.
The purpose of this special meeting was to move forward with the 2025 street and utility project by accepting the bid, bond issuance, and calling for the assessment hearing. Mike Bubany laid out his recommendations for the issuance of a General Obligation Improvement Note, Series 2025A.
Motion by Ellis to approve a midi loan application with MN Rural Water Association, second by K. Sultze. Motion carried unanimously. Bubany will attend the July 1 council meeting to present the final details.
The bids for the project were opened June 4.
There were 8 bids, and the lowest bid was submitted from JJD Companies LLC in the amount of $443,772.75. The bids are a unit price contract based on quantities. Motion by Johnson to approve Resolution No. 25-18: Resolution Accepting Bid, second by Ellis. Motion carried unanimously. They plan on starting the project at the end of June or early July.
The assessment hearing will be July 15 at 6 p.m. The assessments will be for 15 years at 6% interest. Motion by Johnson approving Resolution No. 25-19: Resolution Declaring Cost to be Assessed and Calling for Assessment Hearing, second by K. Sultze. Motion carried unanimously.
Bolton & Menk submitted their construction service scope of work and fee for the project. Actual costs will be billed on an hourly basis with an estimated total of $64,290. Motion by Ellis to approve Bolton & Menk’s Construction Service Scope and Fee, second by K. Sultze. Motion carried unanimously.
Administrator Sorg recommended special meetings an hour before the regular July and August Council Meeting to work on the budget and the council agreed.
Motion by K. Sultze to adjourn the meeting at 6:28 p.m., second by Ellis. Motion carried unanimously.
